春华秋实，岁序更替。我们又迎来了中国人民传统佳节——虎年春节，值此新春佳节之际，常州市科学技术局谨向在常州各行各业辛勤工作的外国专家及家属致以诚挚的问候和新春的祝福！
2021年是中国共产党百年华诞之年，也是常州迈上社会主义现代化建设新征程的第一年。在市委市政府的坚强领导下，我市实现了疫情防控和经济社会发展双胜利，2021年全社会研发投入占地区生产总值比重达3.28%，高新技术产值占规模以上工业产值比重达48%，万人发明专利拥有量达40.7件，区域创新能力继续保持全省前列，实现了“十四五”和现代化建设的良好开局。过去一年，为了给外国专家来常工作提供便利，我们实行了外国人来华工作许可不见面审批等措施，对外开放程度和吸引力持续增强，截至2021年底，全市持有效工作许可的外国人超过1500名，居全省前列。这些成绩的取得离不开在常外国专家的参与和支持。
2022年是中国共产党的二十大召开之年，常州全市上下将坚实扛起“争当表率、争做示范、走在前列”光荣使命，紧紧围绕建设“国际化智造名城、长三角中轴枢纽”城市定位，坚持聚天下英才而用之，实行更加积极、更加开放、更加有效的人才引进政策，进一步完善外国专家在常工作便利化服务措施，为广大外国专家在常干事创业、施展才华提供更加广阔的舞台，努力使常州成为外国专家的集聚之地、创新创业之地、生活祥和之地和人生价值实现之地。同时，真诚希望各位外国专家继续关心和支持常州创新发展，带动更多的外国朋友关心常州、宣传常州、走进常州，共同谱写常州现代化建设新篇章。

Dear foreign friends,
As the Spring Festival of the Chinese Tiger year is coming, we hereby extend our sincere greetings and best wishes to you and your family.
The year 2021 is the first year in which Changzhou started its new journey to socialist modernization，as well as the 100 anniversary of the Communist Party of China.Under the strong leadership of Changzhou Municipal Party Committee and Government, Changzhou has won victories in epidemic control and social and economic development. In 2021, R&D investment in Changzhou constituted 3.28% of the regional GDP. The high tech industry output constituted 48% of the total output of industries above designated size. The number of invention patent grants per 10,000 population reached 40.7. The regional innovation capacity of Changzhou continued to remain in the lead in Jiangsu. All these showed a good start for Changzhou’s 14th Five-Year Plan period and its modernization development. In the past year, to facilitate the returning of foreign experts to their work in Changzhou, we launched the online examination and approval of foreigner work permits and other epidemic control measures and kept improving our level of opening up and attraction to the outside world. By the end of 2021, the number of foreigners holding valid work permits and working in Changzhou exceeded 1500. All these achievements would not be possible without your participation and support.
The year 2022 will witness the 20th National Congress of the CPC. We will try our best to fulfill the important mission of setting an example in reform, innovation and high-quality development and in building a new development paradigm, and of taking the lead in achieving socialist modernization. Oriented towards an international star city of intelligent manufacturing and a pivotal hub in the Yangtze River Delta region, we will stick close to the overall goal of building Changzhou’s strength in science and technology. We will continue to recruit the best minds across the lands and implement more proactive, more open and more effective policies of talent recruitment. More measures will be taken to provide convenience for foreign experts working in Changzhou. It’s our goal to make Changzhou a promising place where foreign talents gather together, start careers, live happy lives, and realize their life value.
